Why is the Data Files folder so messed up

This sounds probably an extremely stupid question, but I'm wondering if there is a reason why Morrowind data files folder tends to be much more messy than for example Oblivion or Skyrim datafiles. Is there some sort engine limitation on naming the folders? A lot of the folders in my Data files/meshes directory have obscure names like "PI", "O", "n", "sg", "SH". This seems to be an extremely uninformative way to name files/folders, so I'm wondering if there is a purpose behind this, or are all Morrowind modders extremely unthoughtful in naming their files?

As far as I know MW has problems with paths and filenames longer than 32 characters, hence the obscure "PI" "O" "N" folders. So, for instance I normally put all my mod's meshes in a folder called Magistrate and the problematically long ones in a folder called "Z".
