I have been in this store before someone here sells stuff for frostcrag I know this but for some reason it wont let me in at all even though its day time.

Any advice?

Same thing happened to me. If you can pick the lock without being seen, everything inside the Mystic Emporium acts as usual. You'll just have to pick the lock each time you go there. Kind of a pain in the ass......but atleast there's a way around it.

It has to do with installing Battlehorn Castle and Frostcrag Spire at the same time.

It's a known bug with the Frostcrag and Battlehorn Castle DLC's. The store will always be locked, and the contents can become public. According to the http://www.uesp.net/wiki/Oblivion:Mystic_Emporium, if you unlock the door to the private quarters, that should cause the main entrance to remain unlocked.
