Why do the ordinators say "Were watching you scum" ?

Is it because my character is not a temple member ?

That is one reason. Next to that they also say that when you have no reputation earned or not enough. You are new, they don't know you and they don't trust you.
Later when you got a couple of reputation points they don't call you scum anymore, but they will still be watching you. They even start to call you citizen.
When you join the temple they don't watch you, but say that the almsivi is watching over you.

Because all the NPC's in Morrowind will always hate you. They hate me, too.

It ain't my fault that they couldn't cut the mustard as a high ordinator.

If only you were able to join the Ordinators as a faction and ware their armor without them trying to kill you for it.

In LGNPC a gondolier comments on the Ordinators, saying about how they only do it for the tourists. That made me laugh.

Dont ya hate it when you pass by someone you have never met before and you get the comment, "Inwah!". That just makes me mad, but the worst thing about it is, I have no idea what it means!

The Imperial Library did this many years ago.
It's a great site for all sorts of lore info.

I spend so much time there, lol
I write stories, so there and LGNCP site because I like to base them off characters in the game and LGNCP has a more or less complete list of ncps.

I wondered about this myself. I just started an Altmer mage and I hadn't done anything illegal. My Personality is on an ok-level too. Still, the moment I set my foot in Vivec, the Ordinators called me scum. From reading this thread I see that was probably because I was a member of the Mages Guild.

I'm personally a big fan of the Ordinators and High Ordinators. For starters, their armour is completely awesome, amongst my favourite in Morrowind GOTY

Then you're going to love the next Tamriel Rebuilt release. It will include a new faction of Ordinators with a new set of armor

It would be awesome anywhere.

"Company policy doesn't allow me to give you a refund on that item, only store credit....scum."

I don't think this would go very well for a bathroom attendant...

Personally I find the Ordinators a little more creepy when they like you. One of the times my character was at Vivec City, she stepped outside the Mages Guild and an Ordinator was http://i270.photobucket.com/albums/jj84/Aeronwen/flirting_ordinator.jpg. The closeness was bad enough, but then he said, "Greetings. I'm at your service."

He drew out the last syllable so it sounded like he was saying, "servissssssss".

That was just creepy. My character's first impulse was to knee him a good one. She wished he would go back to the "We're watching you....scum."

One time, I had my character strip naked and Run around the Foreign Quarter in her Birthday Suit (For the lulz, you see), when I bump into an Ordinator who started calling her 'Beautiful'.
Needless to say it was horrifying.

Now that my character is strong enough he has a hard time expressing love to the ordinators. He shows love by hitting them with his enchanted sword named tough love.

Yeah, they say it to me alot. Then again, one of my favorite hobbies to do early on in vanilla/GOTY Morrowind is to hunt lone Ordinators for their armor with a ring of insta-kill.

We're watching you... scu-*fwoosh*AAAUGH!

Well you are an outlander, thus they do not like you at all.
But it sure does add a lot to the atmosphere of the game. Its refreshingly different from all those games, which regard you as the hero and the saviour of the universe from the beginning. In Morrowind, though, you are just scum.

yeah, how far are you guys on Necrom?

I find the ordinators' disposition toward me becomes lower, the more I steel things. :D
The female woodelf as an ordinator would be funny as hell. And gives me a good idea.

 "We're watching you... SCUM!" in a helium voice would make just about anyone fall over laughing, I think.
