Why is the Skooma so watered down? : V

In past days in Tamriel, Skooma made you high, you moved faster and could jump higher.

Has the war on drugs come to Skyrim?

It had to be watered down because Nords are lightweights.

I have wondered this myself, having played Oblivion. Err ... it might a war on drugs, this time around skooma is more like an energy drink.
