Why do two-shot legendaries do 1.5x damage

I have multiple two-shot weapons now, and have noticed that their damage is 1.5x base, and not 2x. I have checked with sniper, combat rifle, laser rifle, gauss rifle, 44, 10mm.

My only explanation is that your perk damage bonuses do not apply to the 2nd shot, so it does half as much damage.

I've already started to neglect my two shot weapons due to accuracy loss. My personal favourite prefix is 'rapid' although it is big on ammo consumption, so 'violent' would be 2nd.

My two shot .44 is my favourite pistol though

Cause chambering two rounds at once is supposed to make the weapon blow up in your face or jam, and instead you managed to spew two blobs of molten metal. All things considered, 1.5 is a miraculous outcome.

Most games that have some sort of Two Shot mechanic reduce the damage per bullet to compensate for the extra projectile. When both hit, you still get more damage than with a single projectile version of the weapon, but not actually 2x damage. This may be the same thing.

Alas this is a game not gunsmith simulator.

Just like it's not radioactive simulator. As most cellular life in the world would be dead not mutated.

I wonder is the second bullet out of a AN-94 Abakan only does 50% damage.
