Whiterun may be small, but it makes up for it in design. It's rather pretty.

If it were any bigger people would be whining on the forums that they can't ride their horse in town because it would take too long to run around it.
It's just a game, that's why it's smaller, to be manageable :P

Because if it was huge and packed with people everyone would be whining about low performance in cities....and PS3s would just DIAF.

All of the cities are small because more stuff/people = more rendering = more memory needed and more load on processors. Might not be such a huge hurdle among the PC set, but severely limiting on consoles. IMO, this is the draw of mods. They let you overcome/remove those limitations. Need I also add that they don't have to pay a development team to do this? I don't mean to sound cynical about the whole thing, but that's the way it looks from my end.

What would you want in the city? Generic people who just wander around and don't serve any purpose? Or would you rather have it big but empty?

too bad those cities looked practically the saem and felt empty. At least now I feel like I'm actually in a city rather than a ghost town

It's small because it's only the heart of the city. Look at how many outlying farms, breweries and everything else that makes up the surrounding area.

It's more rural than Oblivion, because Skyrim's a more rural area than Cyrodiil.

I prefer it this way... everything has a purpose. If it were real life, we'd have 2000 buildings without any use and have to walk for hours just to cross them.
