Why windowed + borderless mode?

I was just wondering if anyone could explain this little curiosity that is poking at my psyche, like a splinter in the mind.

I have played Fallout 4 with my OS and the game installed on an HDD. Then, I recently installed Win 7 and Fallout 4 on a new SSD and played the game normally. Ive have two displays, an Acer monitor (in my bedroom) and a TLC HDTV (in the living room), each connected to one of the two gtx 970 DVI ports. With my old setup, I played the game on either monitor without issue. But when I first tried to play FO4 on my HDTV, the game froze right after the launcher. I got a blank black screen with a *busy* cursor. In the end, I had to change to windowed + borderless mode to play the game. That's not a big deal, but when I switched back to my Acer monitor, I still could not play the game in standard mode.

I now must play FO4 in windowed + borderless mode regardless of which display device I'm using. I have no idea why that is. Does anyone?
