Why won't this work?

I'm trying to scatter some corpses around a cave of necromancers, and I want them to lay in certain places like tables and cages, but in the CK I can't lay them down. I have checked other cells in the CK like in the Riften Hall of the dead, Trevas Watch, and a few others. They are all laying down in specific places. When I place them, they are all standing on their feet and I cannot rotate them to lay down. While they are standing in CK, and I go in game they are on their backs but not in the position I want them. Am I missing some setting somewhere that allows me to change the position of NPCs in the Creation Kit. I am using the same NPCs as Bethesda used in each of those areas, only they are duplicates and I made sure that their stats were the same as the originals.

1. Double click each one to open its reference window and ensure "Start Dead" is checked at the bottom for each body you want to place.

2. Select the body then click the "Toggle Havok" button (Looks like a ball bouncing with a dotted line on top row of buttons) and they should simulate. You can drag them around some.

There's a key you can hold to drag specific limbs... It's either alt, or control? I forget. ("F4" toggles collisions so you can see the limbs you can click; make sure not to hold Alt when you hit F4) When you're done, turn off havok simulation or unselect them and they'll stop simulating and should be in a very similar position in-game. If you have trouble with them settling ingame when you load it up, double click them and check "Don't havok settle". This will prevent the game from running physics simulation on them until something else interacts with them. (The player bumps them, or another object falls onto them, etc.) NOTE: I'm not 100% certain that works for bodies.
