Yeah I've never done it either and I don't want to guinea pig that to find out what happens.
It'll be because a robot uses a lot of the same code as Dwellers, so the default is to leave that option in.
If it wasn't there, then the one person in ten thousand who wants to revamp their vault with no robots would be here complaining. Not everyone cares about a buck. Don't click on it, problem solved.
You can get Mr. Handy from Lunchbox too - it is pointless to have them them exploring for caps, once you get lucky with lunchbox's after purchasing one for each floor. Hence the option to remove any excess ones.
If a player can accidentally erase a real world money object, then Bethesda has violated the developer agreement with several vendors such as Apple and Android. All permanent purchases have be "restoreable" via the interface. This allows for that to be violated due to mistake, thus giving the player the legitimate right for a refund for the life of the game.
