Wildly varying difficulty levels

One difference I am finding with Skyrim from Oblivion is the strangely swinging difficulty levels. One minute I am carving a blood red road through everything in one hit, then in the same dungeon some random bloke kills me in 2 hits? Or I get a spellcaster in the middle of Iron wielding lowbies who hits my health for 50% in one spell.

Today I found myself having to get through a Forsworn Redoubt to get to a quest location. I killed all the archers in one bowshot in stealth. Melee guys a couple of hits.

Then some Forsworn bloke who looked just like all the other random trash runs down the stairs - hits me twice and cue death animation. Second time I FUS-ROH-DAHed him down. Hardly even dented him with two power attacks, he gets up and kills me in one hit?

There just doesnt seem to be any kind of consistency - I'd rather face a keep with peeps who present a doable challenge and a capable boss than 20 cannon fodder and one guy who one-shots you. I had to run past him because there was no possible way of even getting close to killing him.

What do you guys think?
