I just read that some Provinces will not be available at launch for future expansions(TamrielFoundry). Is this true? I really hope not. i want to visit High rock. Thanks

It may not be the complete map at this point. There are many areas they are leaving for future content.

While some of the eastern parts of High Rock are missing most of it will be accessible right from the beginning.

Ya, they need to leave some areas for new content down the track. A lot of the map is accessible they tell us, but some areas are earmarked for future content.

Whatever areas AREN'T in at launch will be available in later content updates, which is a good thing. You can see the currently estimated size of the playable game world in that link Talaran posted.
