I've preordered the pipboy edition and am wondering if the menu nob, rad dial and radio tuning dial will operate those features on the attached phone? I doubt it but I really hope so.

The only functionality that I've seen from the videos was the power light, which is powered by the coin-cell battery that you can see when the phone hatch is open. The Pipboy doesn't interact with your phone in any way.

It's a fancy phone holder, other than the light, the rest of the features are decorative. In fact, chances are the light is so dismal as to be purely decorative too.
