I usually wind up killing myself with it.
It's bugged. The higher your frost resistance, the less it does.
If you have the game on PC, then there are mods that fix it.
The patches that should come with Legendary don't fix it??? Man. . .. .foolishness.
No. Welcome to Bethesda, where there are thousands more bugs than there are man-hours to fix them!
Yet we all love them anyway because they are more ambitious than anybody else in their open-world RPGs! They get enough points for technical difficulty to be forgiven bursts of human imperfection
True, but some of the non fixes don't make any sense. This particular bug fix is practically checking (or unchecking) a box in the CK.
To this day, the Staff of Thunderbolts still casts Lightning Bolts.
Yeah, Bethesda is legendary for their buggy, buggy releases.
If you're feeling brave, you can actually use this to your advantage... (especially if your character isn't a Breton or Nord)
Remove all "resistance to magic" or "resistance to frost" apparel.
Get the apprentice stone blessing.
Blizzard is now 100% more effective.
...and you're 100% easier to kill with magic...

So being a level 4 vampire with 100% resistance to frost, it'll do next to nothing? That svcks.
I think blizzard is pretty useless compared to the two other master spell ways to kill people. Lightning is my favorite.
Combine abecean longfin,cyrodilic spadetail and white cap together.
This makes a fortify restoration potion that you can drink but it also has weakness to frost.
You might want to get the atronach stone or the advanced atronach stone to give yourself a better chance to survive.
Blizzard does crap damage already, and plus the slow effect is nonexistant.
I have no idea how the slow from frost works. Sometimes it slows enemies to a real snail, but sometimes they just charge through all the ice im blasting at them.
Not sure, but I think the enemy's stamina needs to be sub zero for them to slow?
Don't quote me on that though...
