All mods go through Bethesda.net it seems, so there could be plenty of custom animations mods as long as they aren't advlt-oriented.
Obviously, neither console manufacturer is going to approve and allow AO type mods to be available from standard content sources, but making it impossible to add "non-approved" mods to the consoles depends on whether the console mod files are compatible with the PC mods and if (or when) conversion of "non-approved" PC mods is possible outside the development houses (I find it hard to believe it would not be in some manner).
If mods are in any way possible to be added outside of the normal "approved mod" add on process, I find it hard to believe it will be impossible to add whatever mods become available to a console. How (technically) difficult it is and whether any type of console hardware "fix" would be needed remains to be seen and how the console manufacturers would react to such "non-approved" mods being added is an entirely different discussion.

Certainly body replacers and texture mods (in general) do not require add-on scripting.
Yes, but in PC games, that's all on user-end. In this case, there's likely a review board to make sure that any mod put onto a console won't brick it. If they allow AO content through that board, they presumably approve of the content contained within the mod. And that's all the ESRB needs to know before slapping a "AO" sticker on the game.
90% of mods don't require any scripting beyond what's already there, not just mesh/texture replacers. Hell, generally speaking, it's not until you get into "epic" mod content do the script extenders come into play, and even that's 50/50.
And when I say "epic," I mean it's something along the lines of "Why hasn't gamesas hired this guy as a developer yet?!?"
Hah, that's exactly why I used them too. You kill a raider who is wearing a jockstrap and a vest made out of a car tyre, but when you strip him, he's suddenly wearing perfectly clean Vault-issue shorts and tshirt.

As for nvde mods and simlar, it depend a lot on how the distribution work. It has to be other ways than the official Bethesda portal. Primarily to test if mod works well on xbox, most should work directly but it might be UI and performance issues. This will also be an channel for nvde mods.

I agree that boobs=/= AO rating, but I'm assuming the full nvde/six mods would definitely constitute an AO rating. As for why AO is bad: Some platforms and stores refuse to sell AO games, which will severely limit sales.
I doubt mesh/texture/animation replacers will be allowed on consoles for performance reasons. A lot of modders don't bother (or know how) to compress textures or optimize meshes. I think vanilla Fallout 3 / Skyrim character meshes are between 10 to 20,000 polygons, but I've seen modded assets double or quadruple that.
I added the mod to Skyrim for fun one time. It actually made the game WAY more dark and disturbing. I found a necromancer's dungeon where he piled the bodies of failed experiments. The pile of nvde and bloody bodies made the whole situation much more unsettling. Also looting armor/clothes from bodies is a bit more realistically embarrassing. Definitely changes the tone. But not in a sixy/seductive way, more of a violent and disturbing way.
Unfortunately, I assume this mod (and most others) will still be limited to PC.

Yes, note that it loads of porm mods for the sims games who is rated for young teen and up.
The rating agencies don't differentiates pc and consoles here.
Considering that nudity and six are "far more dangerous to young minds" than any kind of violence or gore, no, consoles won't have access to nvde mods.
I mean, gods forbid that the human body is shown in all its glory. Did you know that seeing briasts will stunt your development OR open the door to a full-blown six addiction? Did you know that?!
Really, it's easy to understand that video game violence isn't real. But video game nudity IS REAL. REAL like a heart attack... and that makes nudity DEADLY.
I've never understood this. If you're gonna run around in armour or clothes all the time anyway why does the underwear matter? I mean unless you want to take them off to look at the naughty bits.

Not unofficial one, doing so would make any game advlt only and break the ESRB rating system, note that official moding tool are not needed to make mods.
nvde mods are trivial to make, you mostly just need to change the texture of the character.
It would be simple for an hater of an game to make an proof of concept nvde mod to change the rating.
