Will disabling dragons affect future characters?

I was wondering if setting MQ106TurnOffRandomDragons to 1 would affect not only future saves of the character I used to set that value to 1, but also all other saves of future characters I make. I'm hoping it only affects the one character's saves. It is a global value though so I don't know. Speaking of which, is there a command I can enter to see the different global values and what they are currently set to? I recently undid a mod to turn off dragons and also manually typed "set MQ106TurnOffRandomDragons to 0" in game just to be sure. I figured it was high time to get the dragons back, and I'd like to know whether or not that value stays constant. I want to be sure it isn't changing on me every time I hop back in game.

The value will stay constant if you put it in a mod and this mod is active when you load your saves. If you changed it via a console command:

set MQ106TurnOffRandomDragons to x

x being 0 or 1, only your current save will be affected.

All right. Well I did download a mod to do it for me, but I recently turned the mod off and then edited it myself in the console just for good measure. I didn't wait around in the game to see if it worked, so I'm just going to assume it did.

If you install a mod that turns off dragons it will effect all your characters as it is a game file change.

However if you make a change in the console command, it only effects THAT character and not any of your others.
