that's actually a very good point. they certainly couldnt in FO3 and NV afaik. i think its very likely itll remain that way for Skyrim but im hoping otherwise as i really couldve used it for my NV mod efforts

Obviously, at least Dragons, Draugr, Dragon Priests and Greybeards will be able to use thu'um-related perks.

Yes, for reasons of balance.

If enemies did not get perks that would mean that a lvl 10 player is more powerful than a level 10 enemy and a level 20 would be able to breeze through the game.
Im confident that NPC's will get perks just like us.

I would love that to happen. Again, I hate enemies that level to you, but perhaps the higher their level the more/better perks they have.

Care to explain why?

Did they not say also, there would be exclusive moves related to perks like moves that you learn't in Oblivion when you reached a certain level in a melle skill?

I hope they can because If NPC's can not use the same perk related moves, it would feel like step down from Oblivion where they could.

NPCs got skill-level perks like Disarm in Oblivion so I'm expecting they'll get perks in Skyrim, too. Perks are too basic to character development for them not to.

Apart from Dragon shouts, I'm sure there are a number of "behind-the-scenes" perks that some NPCs will most likely have, but it's probably unlikely that all of the cool player perks will be in the NPC repertoire. Hopefully at least a few of the cool ones.

I'm sure most or some NPC's have perks included in them just as they have higher skills. In Oblivion they'd get a perk just because their skill was a certain level, so that happened automatically. Now though they'd have to manually give most NPC's several perks in several skills. I sure hope they don't go 'oh damn we totally forgot about that', even if they still get it done. :teehee:

Past experience of npcs not using their racial abilities is probably influencing my reasoning. Mods can fix that so I wouldn't be too worried about it. :cool:

Yeah enemies occasionally used their racial abilities if at all. I mean some were not to useful in combat but others like Woad and Nordic Frost should have been used a lot.

It's a good, valid question, but I really don't think [most] enemies are going to have perks. It's a damn shame too, perking enemies, especially NPC's would go a long way to creating encounter depth, given the near limitless combination for perking a particular character.

I hope we find out soon. This is a very good question and hope it is answered in the next Q&A or interview.
