Will we have to start a new game for some fixes to take affe

For example, after I download the patch will I have to start a new game for Hit the Deck!, Stonewall, In Shining Armor and Veronica's Bonds of Steel to work properly?

Perks that change your stats/skills/whatever should work with any new changes. As they are just modifying values that your character uses in calculations.

Where you need to start a new character is when a patch fixes a quest that did not work for you. The other issues is some mods are borked by changes a patch makes, some mods are just fine. To that end, always play with a forked save after a patch or a mod/dlc install. That way you can go back to pre-patch or pre-mod or pre-dlc condition easilly if you need to.

To fork a save, just load your last save, then create a new manual save slot. Your old save will not know there is new content until you save it.
