We'll make it right!

Author's note: Alright, I might appear like the new guy unfamiliar with the roleplaying system but I've read the guides and a few of the older roleplays, this roleplay however requiers quality posts, no frequent oneliners or really devoted fan created fighting scenes. I want people to roleplay with the key element in mind, which is that everyone has his or her reasons to do things, so why does your character act the way he or she does? I want a good level of detail in posts and above all I want character developement!
I hope you will enjoy my roleplay because I've spent quite some time writing all of this.

Background:
Year 23 of the fourth era, although the Oblivion crisis ended at the defeat of Mehrunes Dagon the empire was left without an heir to the throne. The Elder council tried to keep the empire stable but after twenty years it has only gotten worse, while the legion tries to keep the provinces under imperial rule the Imperial Province of Cyrodiil is suffering from increases in crime and poverty. The city watch can't end the high amount of crimes because a large part is taking bribes or is corrupt and abuses their own power.
The situation is not as good as it was under the emperor's rule but at least it is stable and not getting worse.

Roleplay Introduction: while the legion was sending troops to restless regions along the province borders and rebelous population the Blades have been dedicating their power to the preservation of the order in the Empire by tracking down and stopping revolutionaries and cultists, who could become a threat against the empire, before they become too poweful.
An underground group, calling itself The Imperial Judgement Pact, is preparing to take matters in its own hands to stop the high amount of crime in Cyrodiil and the corruption in the city watch, we will be following the splintergroup settled in Anvil. The Anvil group consists of many people from different levels of society who usually gather in The Count's Arms tavern near the northern gate.

Roleplay outline: The story will be quite free with a few tasks for the Anvil group or special orders to rid Anvil of corruption and dangerous criminals. The blades have noticed the group and try to figure out with spies and infiltrators what actions should be taken and how to stop the threat at the core. So basicly it will be a storybound guild roleplay.
most of the Roleplaying will be done in the eveningin either The Count's arms or in the old Benirus Manor, I'll explain more about the missions when we get to that part.

Important Roles I need filled:

Cell Leader: the leadership role, is an experienced member and the must be able to do his/her job, I won't give this role to just anybody, first I chekc to see if he/she can roleplay good enough (useful, that 'Find user's posts' option)
Safehouse Master: this character owns the Manor and is in charge of it, also is an Elder and of Guardian rank

The Imperial Judgement Pact Ranks:

-Associate: all new members begin as associates, they have made contact with the Pact and must be aproved by the cell leader before they are allowed in Safehouses or do jobs for the Pact
-Aprentice: assigned to a more experienced member of the cell to be instructe with the ways of the Pact: how to investigate cases and ain intel, how to sneak and all other ways of completing a task
-Pact Member: a full member of the Pact, can be selected to do a a nomal task for the pact
-Journeyman: after a while the Pact member is promoted to Journeyman and can train Aprentices, they can also be selected to preform a 'Trial' the arresting and excecuting of a criminal or corrupt watchman targeted by the I.J.P.
-Guardian:the most experienced and often the first members of a cell
-Cell Leader: the one in charge over a cell, all cells have different customs but all cell leaders select the ones to preform trials or other jobs.

I won't go on about the higher rings of leadership, they won't get involved that much

Finaly there are a few ranks that don't aply for everyone, such as special jobs or titles:

-Underground Colaborator: no members buut willing to help wiht information gathering, they often provide intel on new tarets and most are willing to provide pact members shelter if needed
-Safehouse master: usualy owns the Cell's Safehouse and keeps things organised, also 'outranks' anyone except the Cell Leader inside the Safehouse
-Trainer: speaks for itself, a more skilled tutor in specific things such as stealth or lockpicking, provides training for a small rpice
-Elder: the Cell Leader selects four other members under his command as advisors who help him/her decide what actions the cell must take, usualy all of the Elders are of Guardian rank.
