I think it is between the people who possess these rings, as far as i understand you give it to a partner either male ( its a no homo i guess ) or a female.
You give the ring to someone, male or female, and the boost only works when you play with them in a group, I assume.
there is also polygamy, so you can wear other people's rings as well, but I don't know if you can wear more than one at a time.
I believe you can only use the rings after completing a short quest with a second person, so I think we can assume that means you don't get the bonus until you have completed this quest.

These are items we already knew were going to be in the game for this exact purpose, and they require at least 1 other person.
You'll presumably have to in a group or party with them, similar to how the party system works in other MMOs like World of Warcraft.

My understanding of it is, you get two rings to wear, you keep one, you give one to someone else. Only you and the person you give the ring to will have the bonus.
I don't think you can give the ring to just anybody. You have to go through some marriage ceremony and that the exp bonus only works for that person.
Don't use it when you are just pugging with a person.

Game mechanics will state that you are already binded to someone. You can't have a cluster of married people, it is you and a friend.
Anyway, this is all speculation.
