Bethesda does have the potential to make the best RPG ever, if they do a few things:
1. They need better writing for the quests. The biggest thing that keeps Skyrim from being head and shoulders above all other titles is simply the fact that in 9 out of 10 quests you get railroaded along a certain path and have absolutely no say about how you want to proceed. As much freedom as Skyrim gives you to fight the way you want, it doesn't give you any freedom to act the way you want. If you play an honorable warrior who doesn't beat up defenseless old women there is no guild for you to join. The game simply never lets you feel like you're in control of your characters actions outside of fighting, and that brings down the whole experience. When you weigh that kind of massive laziness in the quest writing against a title like Mass Effect where you get to make choices at almost every turn its clear why the title of "best RPG ever" is barred to the Elderscrolls until they rectify that deficiency.
2. They need to balance the game better. When it comes right down to it, freedom to "play the character you want" simply rings hollow when doing so can result in an utterly gimped character. Yes, I am bringing up that whole mage thing, yes I am bringing up Enchantment being overpowered, yes I am bringing up that they still didn't come up with a way to make wearing robes a valid choice and not just something a few people do in spite of Bethesda's pigheadedness when it comes to actually allowing players to do what they want. Seriously, a game where people are supposed to make choices, but they get punished for not making a tiny set of really overpowered choices does not really offer much freedom. It's like if I let someone chose whether they want 10 pieces of chocolate, 5 pieces of licorice or 1 piece of toffee, then say I'm giving them freedom to pick their favorite candy. Sure, they can pick which one they like, but if they happen to like toffee they still get screwed by the whole deal.
3. Do some freaking game testing before you release and fix the bugs. Nuff said.
