Bethesda's approach for Fallout 3 differed from their approach for Oblivion and Skyrim in that, while there were fewer total quests, each quest was a lot more substantial and offered multiple outcomes and choices. I can see this continuing in Fallout 4, along with radiant repeatable quests to generate content in our own settlements and to fill in for any smaller, less significant quests.
