IRL the chinese used bombs in the 10th century cannons in the 11th, and handheld versions in the 12th. The arabs and eastern europe copied the design in the early 13th century, the western europeans in the late 14th. So 18th century firearms would be a bit too modern for a medieval fantasy world.
As for a Victorian-age fantasy world: Tamriel is in a phase of technological stagnation since at least 4000 years. The only people that designed new technology since the disappearance of the Dwemer are the Redguard and they made, yes, cannons. They used them to good efficiency in the War of Betony, and it makes sense for a magic-scorning warlike seafaring nation to use them. But we're talking about weapons to sink ships without destroying the cargo and siege weapons used to break down walls. A cannon is easier to transport / faster to use than a catapult or trebuchet, but a handheld version has no advantages over a spell or an enchanted crossbow.
Arcanum showed us that there is only a small market for steampunk RPGs. Today's games are multi-million projects; the developers take no chances and use an established setting that is known to have a big fanbase, for RPGs those are: Medieval Fantasy, Near-Future Apocalypse, Space Opera.
So no, not a chance to see magic, elves and guns in an AAA game (at least until someone makes a very popular movie series in such a setting.)
