We don't know for sure, since Bethesda has not announced it, but I think it's very likely, since I see no reason Bethesda wouldn't continue the series at this time. It's been successful enough to warrant it and there's still a lot of material left to explore. However, when we can expect to get such a game we have no clue. And the most common belief seems to be that if a new game is made, it will be set in Skyrim, then again, there was also a time when I had heard that the Elder Scrolls IV would be in Summerset Isle, back before Oblivion was officially announced, so I'm not sure that's much to go on.

why in skyrim, isnt it all just snow and vikings?

Just check out the speculation threds they go over all of these details but so far there is no news and no information which svcks and makes us all very upset :flame:
