In the real world, we don't have Magic, so we have something of similar power; guns.
However, when Magic is present, and in a large scale (i.e every citizen of Tamriel have access to Magic, either through learned spells or bought scrolls) guns are unnecessary... a mage could easily defeat a marine with a gun: If the marine shoots at the mage, all the mage have to do is to make a protective shield, and right afterward, fire a ball of fire/lighting/whatever at the marine, and he's dead.
And another thing is that even if guns were a necessity in war in Tamriel, we have no idea if Gunpowder can even be made! We don't know if the resources are there to make Gunpowder (Most likely not) - so even if they wanted to, they couldn't. No all resources that are in our world are in Tamriel - quite few of real resources are actually.
And about the explosive satchels from Morrowind, those are probably just enchanted with Magic - that is the most realistic (For TES) answer to that.
Besides, 200 years isn't really enough time if you follow history. Did they go from simple crossbows to guns in 200 years? no - they made bigger and better crossbows, then they used those for many many years, then they got guns. Crossbows in TES are very simple, and in Oblivion there aren't even any crossbows!
