It doesn't need to be insanely powerful, just playable on said games. None of the games I'll be playing are newer than 2011 (Oblivion and Dishonored are the main two I'm looking at).

Also note, my 4-year-old AMD laptop with (I think) integrated graphics can run Skyrim at a semi-playable level.

Eh, mobile intel hd graphics? Im no expert but if thats some kind of 'integrated graphics' thing then i don't think it'll work. You'll probably need a graphics card for that.
