Not if i have a choice, i think dismemberment is downright gross. If it's only optional i won't have a problem, but if it's not or imperative to the melee class- i'll be rage/ranting about it on the forum and waiting for a mod.

It's not really needed in the game, and I fear it might look very fake. If it doesn't I might take it.

Definitely, unless it's like the Bloody Mess perk in FO. Like if i hit someone in the arm and their head comes off, then no i will not get it.
Decapitations add more realism though, so YES.

im sure it will be like fallout with the extreme gore perk forgot name but it gave extra damage and a chance the person would turn to a pile of mush and yes i will

Of course I will. What's more satisfying than standing still, using an improved power attack with a chance of decapitation?

Seeing his head flop on the floor. I just watched all the Final Destination movies so now the 'must factor' is up 100%

Nope.

Unless it's radically different from Fallout, it will look too cheesy for me. I'd rather keep my Skyrim experience from looking like an 80's B movie.

It does.
It's basically the standing power attack from oblivion that does higher damage.

Because it's completely ridiculous to have a person explode with bones, eyes, fingers and his testicles flying about from a punch in the foot.
