I'm sure I'm not the only one who has run into this?

I completed civil war quest line. Spoke the General after, all was good. All lines completed.

I then proceeded to complete many more quest lines, including main quest, dawnguard, etc... so Several Weeks, if not Months have passed in-game.

However, Windhelm is still stuck in the burning-wreck mode, with all the doors being unresponsive (except for the palace).

The palace has like 2-3 NPCs.

I had the issue where the civil war music wasn't dying down, but I removed that via console. However, I assume something else is stuck that is holding up windhelm from just... moving.. on!
