I agree with some type of cellar. Maybe these cellars need to be picked and have treasure inside. I doubt they have a big purpose themselves, but the things around them are probably important.

You guys need to play fallout and fallout NV so you understand how the latest Bethesda games work. Any place of interest is on the map. So if there is a door and you can go inside and loot something or talk to an npc, it will show up on the radar. So obviously windmills will have people running them which could bring a quest to the player, or you can go inside and buy stuff, get a job or loot something, steal something, etc.
