Windows 8 and HP incompatibility?

A curious thing. I've had Oblivion since the game came out as GOTY and played it on a Toshiba Satellite with Vista ever since. However, I recently upgraded to a desktop, an HP P7-1414. While Morrowind and Skyrim work better than I've ever seen, Oblivion's installer freezes the instant it loads. I've searched high and low for a fix to this, and found nothing. The launcher freezes before it can even throw up an error message. Having said that, the windows compatibility test program will only state that the program is incompatible and recommend all sorts of settings that do nothing. Oblivion was the reason I even got the desktop. I cannot imagine that the few modifications I have done to the desktop would cause this, since the issue predates the GPU and RAM upgrades. As much as I dislike Windows 8, I suspect my problem lies elsewhere. If it might help, the processor is the AMD A8-5500, with 14 gigs of RAM and an NVidia GTX 650.

If anyone has any ideas with the limited information I am able to give, I'd appreciate it.
I've never even seen Oblivion with trees. My old laptop could not handle it.
