Ok I am no computer expert an I really want to play fallout 3 I tried the ini file thing and it did not work I would love it if you gave my money back or gave me a discount or Fallout:New Vegas I payed 20$ for fallout 3 on steam and I would like my money back.

You might need to contact Steam if you want a refund.
if you want help trying to get the game working please run a dxdiag.exe and post in spoiler tags the results.
We need to know what are your computer specs.
What video card are you using?
