I wanted something convenient to travel quickly and explore the world. I kind of liked the scrolls of Windwalker/Windform, but what pisses me off with levitation is that it can become a pain in the a** in cramped interiors, so when you have reached your destination too early, you sometimes have to wait for the levitate effect to wear off before you can do anything useful... <_<
The most obvious workaround is to enchant a weapon with a constant effect levitate, as it allows you to "toggle" levitation on/off by switching weapons. Unfortunately, within the game, you can't enchant a weapon with more than a few points of levitate, and what you get in the end is something... pretty slow. <_<
Hence this mod.
Since I am not a fan of items that make the game too easy, I attached a script to make the staff a bit tricky to use (and put the staff in the Telvanni Vaults).

What the mod does:
This mod adds an enchanted staff to the game. It is inspired by the Windwalker scroll: when equipped, it will grant the player invisibility + 1000pts levitate (constant effect).
I don't like über-items that unbalance my game too much, so I attached a script that adds some little drawbacks.
Firstly, and contrary to the original scroll, if you lose your invisibility for whatever reason (i.e. swinging the staff, casting a spell, opening a container, etc.), you will lose the levitate effect as well.
Secondly, the staff will allow you to levitate at the expense of your magicka. As long as it is equipped, you will lose magicka points (and when you have no magicka left, the levitate effect will be removed).
Note that this is scripted, so the famous trick for cancelling negative effects - 100% resist magicka on self for 1sec - will not work here.
I made it so the rate at which the magicka is consumed is depending on the Player's stats, namely his/her Willpower and Alteration skill: the higher your Alteration and Willpower, the less it will cost you.
For those who like to know how it works: the Alteration skill sets the "unit" of consumption (how many magicka points you lose at a time), while the Willpower attribute sets the number of such units per second
As an indication:
- At 100 Willpower / 100 Alteration, you lose approx. 3pts/sec;
- At 100 / 70, you lose 4pts/sec
- At 70 / 70, you lose 6pts/sec
- At 70 / 50, you lose 9pts/sec
- At 50 / 50, you lose 12pts/sec
...
- At 20 / 20, you lose 83pts/sec (ouch!)
The staff is located in the Telvanni Vaults, as a replacement of Felen's staff, which is an exact copy of Maryon's staff (found elsewhere in the game) and is not involved in any quest.

2. check the corresponding box in the Morrowind launcher
3. Play

The mod has Morrowind, Tribunal & Bloodmoon as masters (GOTY edition) but should be safe to use with Morrowind alone. Just update its masters with Wrye Mash.
