Winterhold theory : V

So, I guess you guys can recall the style and design for Cheydinhal, the Dunmer-inspired town in eastern Cyrodiil. It felt kinda "horsey", you know? The artitecture, etc.

With the recent news that the College of Winterhold will be in the game, I sat down and thought it out: Suddenly I remembered the dragon ( (horse?) inspired buildings in the Skyrim gameplay trailer, along with the great building (the College of Winterhold?)

So, could this possibly be Winterhold?

It could be winterhold looking by the designs.. (It's mostly dunmer) but that giant building (if not the college) could be a chapel or something.

It's Whiterun, which is on a raised elevation. If it were Winterhold, you would be able to see the ocean.

Soo my theory of the chapel is correct?
