Won't get past the launcher... : Fallout 4

Third try on this....

Once in the support form, which apparently just throws my info away and says go the forums if you've already read all the help\support stuff, instead of, you know, being a useful bot and opening an infra\jira ticket...
Second time, just now, I tried to preview the post, and the forum software made be do a Captcha, and then threw my response away when I proved I was (arguably) human.

I am unable to get Fallout4 to proceed beyond the launcher... It regularly gives me the 'do you want to authorize this attempted change' every time I click play... Then drops me back to the launcher.

ONE time I managed to get to the 'standby' screen, at which point it exited back to windows...

I have:

Rebooted
Updated Video Drivers
Attempted to run in windows 7 compatibility mode with windowed and borderless and as Administrator
My rig is about a year old, and should have MORE than enough horsepower to run this thing, but I went ahead and included the system info below

As a longtime fallout player, I'm looking forward to playing the newest installment (and my wife wants to see it too, so you may have another convert) but I have to get it to RUN first.

Yup, but that's no problem.

I'm not sure on this one to be honest. I'm not seeing anything that jumps out like a sore thumb myself, but others here know more than I do. Not very familiar with AMD hardware.

Just tried it...

Turned off my connectivity, fired it up... selected offline mode..

Got the same thing... Launcher comes up, I press play. I get a popup asking me if I want to let this program from an unknown publisher make changes to my computer... I say yes, it spins for a minute, then boots me back to the launcher. For fun, tried it again in non-windowed mode, same result...

Turned off my VPN as well, same thing...

What resolution are you running the game in? I've read posts that lead me to believe it does not play nice with multiple monitors or weird resolutions.

Ok, it's working now after resetting the resolution again and changing the account prefs (which, to be honest, I'm not super thrilled about for security reasons...)

One suggestion, if you want to try it, and assuming you accepted the default installation location for Steam (c:\Program Files\Steam) is to move your Steam installation to a folder that's outside of Windows UAC. (Steam games are installed in folders inside the Steam folder.)

1. Make a folder directly off the root folder of your hard drive (for example, make a c:\Games folder).

2. https://support.steampowered.com/kb_article.php?ref=7418-YUBN-8129 Make sure you have your Steam login info on hand, and follow the advice to make a backup before you start this procedure.

These games and Steam have had persistent issues working well with Windows UAC, especially if you intend to start modding your game at some point, and bypassing UAC by installing in a folder outside of it makes a lot of headaches go away.

I would turn UAC back on once you've moved your games.
