Strange issue in Saarthal today. I cleared it and got to the word wall in the end. I can hear the "oomch, oomch, aahmch" chant in the background and the wisps of light are coming out of the wall, but the word does not glow and nothing happens when I approach the wall. I tried to even TCL through it (in case I didn't get close enough) and nothing. Any idea what could have caused this?

Roll back a previous savegame and see if the Wall is working. Sometimes he works if you wait long enough. This works for me one time long ago, with this kind of glitch in a Word Wall, but i don't remember where...

This is not a new issue, but I don't have a clue why sometimes this type of bug happens. Sorry for not have better advice to give you at this time... Just make sure your Skyrim is updated.

Did you check your Shouts? I have not gotten the full light show from a word wall, but the Shout was there to be unlocked.
