Sheogorath is the funniest character in any game ever.
He's just so flamboyant and phsycho. I remember that quest were you helped him play a prank on a nearby village.
The prank?
Raining flaming dead animals. I think they were dogs too. This all happened after you kill their sheep and steal their cheese, of course.
I do love him.

The quest involving him was so short too... I hope there is some more Sheogorath later on that I haven't found yet or maybe DLC even.

Doubt he'd get a DLC in Skyrim... he already had an entire expansion in OB.
I wanna see more of Hermaeus Mora personally.

I think you may have missed the point - raining flaming dogs, on a town who's inhabitants were all CATS !
