World map, all cities?

I have recently started playing Oblivion (late i know) after owning the game for years.

I am puzzled about the world map (the second tab map) - because it shows all the cities. It does not show all off-road areas though.

Is it supposed to show all cities at level 1, or has my game bugged somehow?

Yeah, it's just a static image, it always looks the same, and yes, it's supposed to show all the cities. The only things that change are the map markers that appear when you discover dungeons and stuff.

It's not only the static image, the city markers are there too. I can actually fast-travel there.

It's been a long time since I played vanilla Oblivion but I do remember that all cities are on your map at level 1. You can travel to any of them right out of the sewer.

It's no bug. Bethesda really thought it was just a-ok to have ALL OF THE CITIES available to fast travel at the start.

I like to think of it as if some nice person gave my character a basic map of Cyrodiil. Like any such map, I'm not surprised it would show basic land masses, major roads and cities. Otherwise, what good would it be? Hopefully, as your character explores, he or she will be able to quill more locations on on the map as they are discovered.

Oblivion has tremendous freedom and flexibility. For those who want to fast travel among cities right away, they can do it. Perhaps they roleplay traveling by carriage or, among some cities, by ship. Or perhaps just simulate an uneventful trip.

For those who prefer to discover by trekking, there is absolutely no requirement to use the fast travel feature. In fact, many of us use it either sparingly or not at all.

Just because the game allows something, does not mean you have to do it. That is a helpful tip in dealing with the wonderful flexibility and freedom the game provides.

Good, then i'll just play on. I just wondered if my game wasbugged or something, because this seemed to make it a bit too easy.

But then again, i play to explore all the other areas, so thankfully they are not served up right from the start.

You'll find that there are many, many locations which will "appear" on your map as you explore. Just ignore the temptation to "fast-travel," and go see the world!

One of my characters (Wild Elf) doesn't ever open her map. For her, it's as if it doesn't exist. Wild Elf is always "Right Here." She doesn't need a picture of "Right Here," because she can just look! :) Another of my characters, a mage, only fast-travels between Ayleid Ruins. (In other words, the map is "optional." Use it in whatever way it seems fit.)

this seemed to make it a bit too easy

A lot of players felt the same way. It was one of the first features of the game to be modded out.

My character roleplayed that she learned a greater power allowing her to teleport her horse to her side. By ‘fast traveling’ to her current location, this is totally possible. I know another player not on PC whose character lives in a beach cottage at Anvil. The fact that she uses the Waterfront shack that you can buy + fast travel + some creative imagination makes this perfectly possible.

These types of oddball applications of this totally optional feature of the game are just a couple examples of why I am so glad it is there. I sooo prefer to set my own limits and boundaries rather than have them issued by others who may never imagine what I intend.

There are many features in the game that some consider overpowered. And all are optional. Again, I’m grateful for the wonderful opportunities they provide. Is illusion overpowered? Well, perhaps to a pacifist it is not.
