Worldspace questions, sanity checks

Greetings! I've been playing with Fallout modding for a while but am new to worldspaces. That said, I have a few questions:

1. Water shows up wacky. It's like it's "on top" of everything, and not behaving like regular water. I notice in the Wasteland worldspace it seems fine, like around Rivet City. I read the thread from a couple months ago:

So LOD water will just look weird, and I should turn it off. This works for now, but will it eventually look correct? Is there some final step that takes place? Do I even need to worry about it?

2. Worldspaces are huuuuuuuuge. This feels like some minor thing I'm overlooking, I'm sure. But they're just plain huge, like I have an entire planet to work with. Fallout's worldspaces seem much smaller to me. Am I just missing something?

This is interesting, and may help others with this "water on top" issue, but if you make a worldspace with "Small Worldspace" checked, the water will be on top, whether or not you're allowing LOD water. If it's not a "Small Worldspace" (i.e. "Small Worldspace" is not checked), then the water will not be an issue. (Unless you're using LOD water.)

...and this also answers my issue about worldspaces being so big. I wasn't doing "Small Worldspace". :D

I think the fix to this was making your default land height (or water if your making an island surrounded by water) > or = to 10500. Then the water displays properly. Unfortunately, if you have already done alot of work, it would mean starting over and loosing all your progress.

I'll have to check when I get home, but I'm pretty sure my land is at 11000, and water is at 10500. (If so, I'll try several more combinations of land and water heights.)

Well, I made a new worldspace with 11000 land and 0 water...and the water still appears on top. Graphic drivers updated too. Dunno what it is.
