Why does no one assume that their characters are precisely as they intend them to be? And that they purposely straddle the middle ground between the extremes of being outfit accessories, and quest givers that don't stop talking.
I'm pretty sure that their designs are not arbitrary, and that they ask only enough to interest, yet not enough to annoy ~anyone from either camp [NPC preference].

Given the fact that Codsworth has been doing who knows what for the past ~200 years, I'm pretty sure he has lots of stories to tell even if he had no history before your character bought him from the store.

Yep. Codsworth is a confirmed companion, along with Dogmeat, Preston Garvey, and Piper.

I liked having a ton of availabel followers in Skyrim. They were handy for roleplaying. I don't need tons of dialogue that I'm going to skip through anyway (except in New Vegas, the one with palatable writing). I just wanted a lot of options for marriagable partners, stewards and retainers. Sometimes you just want a Mercenary who'll take their pay and shut up and do the work.
The first I don't personally care about... But that 2nd part? I completely agree... That limit allways felt completely arbitrary... ... It's one thing if your character is a [censored] and the companion doesn't like [censored]... Fair enough, that they don't wanna follow then.

No, Todd Howard has said the game is mostly set after Fallout 3, the parts set before obviously being the pre-war stuff.
I'm assuming that, at least some, will have karma requirements and what not.. You probably won't be able to pick them all up in one playthrough. Companions like robots and dogs you don't really have to pick up at all.. they just add a bit of extra flavor. Fallout 2 had lots of companions as well.. Sometimes I'd just shoot them and take their gear. Lots of ways to play with companions.
