You know, I really want to say "no", but the idea is a bit interesting. If done correctly, I think it would be cool/fun...but in all honesty it would not fit into TES at all, thus I say noooooo.
I loved VATS in Fallout 3, as I wanted to retain some of the turn-based combat of the previous games, and it allowed my character skill to take presidence over my player skill... especially when shooting Bloatflies.
I wouldn't mind it for use with aimed magic or bows, so that it isn't so twitch-based... but I also wouldn't mind not having it in.
I wouldn't mind it if there was a lore friendly mechanism.
Obviously it can't be a pipboy. Even the Dwemer didn't make pipboys, as far as I know.
The reason for VATS in Fallout 3/NV, is to better provided the ability to target some body areas. Like legs to cripple, head shots for more damage, arms to disarm. If Skyrim has body specific damage (unlike Oblivion and Morrowind where it doesn't matter where you hit) than maybe something like VATS would be useful. But I don't see how it would be justified lore wise, at least at the moment.
We've got the mouse/anolog stick to aim on different body parts with. Crippling limbs would be cool, if it can be counted as part of vats. However, vats as time stopping, auto targeting like Fallout, no thank you.
fallout is a great game so are TES but i do not want to see them merged no vats no fallout style justice system no fallout outfit selection all of thoes things just seem lazy to me and i dont want that in TES.
EDIT: i dont want a new vegas style story either where no matter what side you help you have to do the same things for every faction once again seems very lazy
they only way that i could see it make its way into Elder Scrolls games is if its tied into a finishing move somehow, but then theyed have to find a way to make it not cheesy and without slomo...
The choice of hitting certain body parts to inflict certain damage types and attribute reductions, is a good idea that has been employed in other games. The OP was not thinking about the VATS system really, just the ability to affect body parts. Im not opposed to that (since its been done before).
VATS was one of the reasons i couldn't take fallout 3 seriously, i didn't like the idea of being taken out of my role playing action just to be able to get a "decent" enough shot.
though when i first heard them mention it at the start of the game, i thought they said VAT and were just going to tax me lols.
