VATS is a definitive trait of Fallout 3 and should remain so.

I can see the fun ideas of it in Skyrim, but that's as far as it should ever go.

No, while I did like it in FO3, it should not belong in a TES game. Besides if VATS was implemented in Skyrim, there would be an AP system which is highly incompatible with the TES design phillosophy.
