Energy weapons (the Mesmetron), so high Perception, plus tag the EW skill. And Endurance would be important, just in case a guy you fail to enslave blasts you. I'd recommend a good Sneak, so you can slip into raider strongholds (or cities, towns, whatever) and enslave a target, then slip away without turning the rest of the place hostile.

On the other hand, Barter would be of limited import, since the bulk of your money would come in 250-cap chunks. Strength, ditto, since you wouldn't have to carry large quantities of stuff, just what you take form each slave (and sell).

I'd probably go:
S: 4 (increased to 5, since the bobblehead is right in Megaton. You can also get Ant Might, ere you sell Bryan)
P: 7
E: 7
C: 4 (so you can get Child at Heart perk, allowing you to get into Lamplight without having to free the kids)
I: 7
A: 6
L: 5

Tag skills: Energy, Sneak, and whatever else floats your boat.

what if i put I to 10 so i can get 23 points per level up with that 1 perk ?

Yeah, you can. I usually balance stats as much as possible, to ensure maximum perk flexibility. But I'd suggest an initial I of 9, because the Intelligence bobblehead is pretty easy to obtain: just start the Survival Guide quest, swim to Rivet City (the bobblehead ins in Li's lab), fast-travel back, and your rads are back to 0.

The Strength and Luck bobbleheads can both be obtained fairly early in the game, but you will lose some potentially nice perks. Your choice.

i usaully take lady killer early on followed by special increase folowed by something then child at heart

It depends. Are we talking about what would make sense for a slaver lore-wise or what is going to make you the best possible slaver in Fallout 3?

I think my build would work either way, really. Only difference lore-wise is that a slaver would need a strong Explosives skill, so they wouldn't blow themselves up with those little collars.
