Yes they add new weapons, no I doubt they will add a crossbow. It'd require more effort then the normal types of weapons added. The needing of a custom reload animation for the weapon is probably the deal breaker.
I agree that it would be really great from a flavor perspective if nothing else, but Mavkiel has a good point about the animations being a possible deal-breaker. But since they could likely leverage assets from Skyrim, there might be hope.
they could use dishonored's crossbow...have a magazine attached to the bottom full of bolts, and have it fire semi-auto with maybe even a possible full auto mod...keep the same animations as reloading a rifle...and they could also integrate rail spikes for ammo (slightly modified)...so nothing would need changing there..totally doable, but doubtful..
edit: I wasn't describing dishonored's crossbow BTW..more as a model they could use to start with..
Would like to see some explosive arrow tips. Going into V.A.T.S. to target arms/legs and watch them blow off. Sadistic, but cool.
The biggest problem I see is that it wouldn't add anything to the game, mechanically. It would just be flavor/RPG. We already have silenced guns (and even silenced, trans-sonic Gauss rifles). We already have "special" loads via the Syringer.
Don't get me wrong, I'd love to see the additional RPG option, but I kind of doubt devs would be motivated to spend time on it.
Adding flavor/rpg content & little bits of fanservice are kind of what the DLC's are typically all about, isn't it?
It would play nicely with sneak/ninja character builds.
Hell, there's already some sort of mechanic in-game for being to retrieve a certain percentage of your spent arrows when you loot a body that you've killed with it, like with the railroad rifle and some of the rr spikes being recoverable.
That said, yeah, we already have the syringer. I want a FEV virus syringer dart that mutates the target into a random wasteland creature- how great would it be to 'doink' a guy with a dart and have him melt down and turn into a deathclaw standing right next to the rest of his buddies? Surprise, A-holes!!! I never played any other fallout games with the craftable ammo- it seems like there's huge potential there with the syringer.
Seeing as Fallout 4 is based off of Skyrims game engine, it would be entirely possible that all the game mechanics are in there.... for example, the harpoon gun. So a crossbow wouldn't be entirely unfeasible. It would help stealth gameplay.
It's actually "suppressed" not "silent" which means the weapon still makes noise, but not a much.
I bow or crossbow would be a lot more quieter than a suppressed weapon. I would personally like a bow for stealth kills, but I doubt Bethesda will add it into the game because:
#1 - Skyrim has bows and I think they want to avoid remarks like "Fallout 4 is Skyrim with guns".
#2 - The way how the perks are set up, there is nothing that would increase the base damage of the bow.
Regarding #2, people can argue that a bow's damage could be modified by the gunslinger or rifleman perk. However, the bow is neither a gun or a rifle. A bow does not even fall into the more general category of "firearm". The bow is definitely not an automatic weapon so commando is out of the question and it is not a hand-to-hand weapon (but you can bash with a bow) so melee is also out of the question.
If bows do make their way into Fallout 4 it will be done via a mod and I will assume the modder will make it so that damage is modified by the rifleman perk since you need two hands to use a bow.

Even though the game treats suppressed weapons as effectively silent, in reality a suppressed shot with sub-sonic ammo will still run around 70 dB. It's nowhere near the quiet "Spfft" sound from the movies.
I have a friend who make a longbow out of PVC pipe and guitar string. Punched a hole through five layers of cardboard. So the ability is there.
I was actually a tiny bit surprised there was nothing like this in the base game and could totally see it being added. assets and animation are no problem as its the same engine they use on TES games and obviously the same team. and bows / crossbows / more primitive weapons would probably be more available in a post apocalyptic setting, such as the spears and tomahawks of new vegas. I liked the tomahawks btw, a bit of pipe with some railroad spikes attached, totally craftable.
