I would think that from a Lore perspective he shouldn't appear. Since Sheogorath should have complete control over everything in Shivering Isles.

That he does appear, seems to be to be an oversight.

He appears but he's bugged meaning you'll need to go back to Cyrodill and find an Inn in order to talk to him correctly. My choice is the inn next to the Inn Of Ill Omen.

I'm guessing he used his 100% chameleon spell to walk right past the bravil guard, past haskill and into the Isles.

I'm sure there are multiple ways into the isles. We never know, Lachance could have had dealings in the SI in the past.

as for getting past he gate keeper well and the main character never locks any doors behind him/her sooo was probably very easy to get into the SI
