Would this be possible to have in the next engine?

This isn't a "WANT" or what ever for the next game, I just want to know if it's even remotely possible to put into either the next Elderscrolls engine or Fallout engine...

So in Oblivion we had the ability to affect a person disposition to us with an odd mini game that I just bribed everyone with.

In New Vegas the Karma got a change to individual towns have a different idea of you, hated, accepted, god, or what ever.

Skyrim added in the different bounties per hold.

So if we combine all that so each hold has a different bounty or wantedness like NV, each city has a different respect, or lack there of, of you and each person either likes you or dislikes you. Here's what I mean as far as the individual person.

Each person would have a karma scale for you, not really behind the scenes, and judging by what you say to them, what you do for them, if you attack them or not, will change their attitude towards you.

Now I don't mean like what they have in Skyrim were if you help Sven he's nice to you and Faendal is mean or vice versa I mean that if you make Sven angry at you but than you do stuff for him or talk nice to him or what ever he would lighten up...

So I guess more dynamic AI as far as them not having a judgment of you set in stone judging by if you did a quest or not but more life like, if you talk nice to them their disposition goes up... you could gift them money or caps but once you reach a certain stage it becomes bribing and then you start loosing dispostion.

I just want to know if something like that would be to complicated for the aging Fallout engine or the (at this point I guess) aging Skyrim engine. Would it be to much?
