First off, Bethesda isn't going to stop supporting the CK after they've committed to it, so making this topic is asking for some trouble.
For my part, I would likely still buy Skyrim even if there were no mods, but I would certainly feel disappointed. For the most part, vanilla Skyrim looks like it will be pretty good, but it wouldn't be as great a game without them.
Now, if I somehow knew that Skyrim would be just an upgraded version of Oblivion but isn't supporting mods, I wouldn't buy it at all. I used to play Oblivion on Xbox 360, but since I got a new computer 2 years ago I began playing PC and using mods. After experiencing the myriad ways mods improved the game, I couldn't bring myself to play it on Xbox and subsequently sold my Xbox 360 to game on PC solely. (IMHO) Whereas Morrowind can pretty much hold up on its own, Oblivion without mods is an empty and boring game, but mods cause it to surpass all other games because I really CAN do anything I want and be anything I want, which makes it a completely different game from the vanilla.
