Does this match the game, does it fit in the TES world? It's meant to be a magical bow.

It's part of a mod I'm working on, I don't want to put something that looks too out of place in it but I still want the item to be some what unique.

Based on those screenshots, I think it looks fine. I'd say it looks similar to glass. You could create some lore suggesting that the material is modified glass, maybe?

At any rate I think it looks nice and it doesn't look out of place to me.

Something like Elven Glass, yes.
I personally would prefer to have it glow much less (I don't like glowing stuff much, and I think it's kind of impractical when sneaking ), but the shape of the bow fits really nicely, I'd think.
