I wish fallout shelter didn't crash my ipad mini. Was pretty cool at first. Or if settlements were that in depth in the main game. or if they were just loosely connected like you got some stimpacks from your vault colony. Graphics were better imo but it's those tablet screens that make the look with crisp bright colors.

That is one of the benefits of having a PC the GECK permits you to do just that.

My problem with BUILDING a vault is the build space. Settlements are on a n open plane whereas a vault is underground. Laying groundwork and rooms and cooridors would be a nightmare, especially if you choose to renovate.
Unless we're talking about taking over a derelict vault...different story. Then it's just...decorating, building amenities, and assigning settlers without the personal touch of personal buildings.

It took a LOT of man-hours and heavy excavation machinery to build a Vault. In the game environment, I can't see anyone having that kind of Construction capability.

For role-playing sake:

Having a fresh vault to customize would go against the story. BUT! Having a vault to re-do might be cool. As previously mentioned, the lack of space would make setting up the vault tiresome, nifty idea none the less.
