personally I think there REALLY should be some kind of bandit guild you could join.

Why guilds?

Gangs, or any group who want to live with each other for benefit, or any needs.

There should be a system that would let us abort a fight to try to talk to tha leader of a group, so if we are ambushed by bandits, and could find the leader, we could negotiate our terms and even might be able to reach an understanding, if we have high speechcraft.

So if we can stop a fight with outlaw groups, then we can find a way to join them and start some random quests, like ransacking caravans, and so on...

There can be some detailed quests with full stories regarding the theme as well.
