That's why you don't make polls but leave the question open without muddling the issue with such answers. It will cast a variety of opinions on one pile as if they were the same, which is the opposite of what a poll is meant to do. For example, people who never installed any mods and people who like the mods but wouldn't mind very much if no modding tools were released are now pitted in the first option. Some people from the latter category will choose the second answer though, even if the sentiment is not reflected accurately, dividing this group over two answers and making the poll a less competent reflection of the opinions out there.
This one will get the point across to Bethesda that it would be suicide, just incase they were considering it. I doubt that, and I'm sure everyone else does, but that's notwithstanding?
Bethesda isn't stupid - they know the place mods have. This is one of those things that you don't
need to poll, especially since Bethesda has the ability to read and comprehend beyond Sesame Street colored bars.

The answers contain motivations and emotions, which is a big no-no if you want to quantify an objective result-question like this.
This isn't directed at you specifically though, don't get me wrong. I mean, yours is not the worst by far. Look at what polls are being made. "Would you want levitation back?" "Should there be six?" "Which rating should Skyrim be?"
These are such trivial things - polls like that are merely added to give it a thin veneer of importance. That subject actually matters to developers - it matters to them as that is a difficult choice that significantly impacts sales. The answers available are objective - the statistics are useful.
