Would never buy a console version, only pc.
It depends on the size of the game, and the content.
If it where Morrowind sized in quests and content and such, I would be happier.
Oblivion, definitely needed mods soon after playing for a while.
I would be very happy if they released proper modding support, TES construction set, and a plugin for Blender3D/3DS Max would be nice, etc.
Of course, if people down at NifTools where to make plugins like they did for Oblivion, I would be happy with that to. :)

Yes I would.
I played Oblivion for the 360 first and later moved to PC(For obvious reasons)
But I never got tired of the 360 version and still love Vanilla Oblivion.

I would just get it on a console and be done with it. Yes I enjoy mods for both Oblivion and Morrowind, but in neither case were they essential to the gameplay. In fact, I logged way more hours in OB on my 360 than I ever did on my PC.

Yes I'd buy the game still. I enjoyed both Morrowind (which I played on the original Xbox) and Oblivion (which I played on PC) without mods.

Do mods add to the game? Yes, of course, my current play through of Oblivion is heavily modded. But I could live without them.

Once I have played through the game Bethesda hand crafted for me, I will then buy the game for my computer for console commands and modding, but only a few months after the game came out. If there were no mods, I would not buy the game on PC. Simple as that.

I barely even mod. I like to have the option, especially for bugs that often don't get patched right away or at all, but I mostly like to keep my games as they are. Often mods unbalance the game, and most cosmetic mods are crazy Anime stuff that I do not like at all.

I bought Oblivion twice - once full price for my Xbox, back in the days when I actually used the damn thing, and again a few months ago on Steam for like 10 bucks. I planned to mod the hell out of it and play it again, but I never did.

There are some mods for PC games I have really like, but I don't care too much. For Dragon Age I got a mod so your characters don't appear to have helmets on but still get the bonuses of equipping one (the helmets were ugly) and the the Character Respecialisation mod so I could change my mind about characters.

But I don't see this being an issue. Modding was so big with Oblivion they would not not include it.

yes. But I really would be upset, what a shame SOOOOOOOOOOOO much possible content never to be made :(

yes. I would still get the PC version, better graphics and performance (like every bethesda game) unless they really really screw up.

The more I replay Oblivion the more I realise that if TESV doesn't produce a MASSIVE gameplay overhaul I probably will not buy it.

I would. While not inclouding modding would be an incredibly stupid move on their part, I still love their original games.

This is supposed to be on their new game engine right? So I hope modding is still available on that. In a way it would be easier for them to give modders even more options as they control the entire game engine and editing tools for it.

Er, I said "Yes" because no matter what Bethesda does mods will still exist... Even if there isn't a tool or mods are not officially supported, mods will be made. I mean, I don't think I've ever owned a single game for PC that I didn't find a modding community for. Even for non-mod friendly games.

Yes, the mods are there for after the game. I will play through it several times vanilla first. And of course PC, even without mods the default graphics capabilities is still better on the PC side.
